Van is made of flesh and blood. In canon though (spoilers), he had begun to fallen apart at what was essentially the molecular level and then was pieced together again by the sentient form of the Seventh Fonon and held together that way so...There's no Seventh Fonon here but presumably the Personae were the ones to piece him together again. Not sure how that would ping for Winnowill but she may notice that he's been torn apart and pieced together by powerful...sound magic.
As for how magical he is; he is an RPG boss that wields some fairly decent magic on the side.
